Here's a quick and easy method you can use to clean a scanned drawing. In this video you'll see how to isolate your line on a separated layer, without loosing quality. Then, you'll be able to color the line easily, and to paint under it.
This method works for every photoshop versions ;)
For a better result, scan your line with a 300 dpi resolution.
